Abstract： Taking T-Village as an example，this paper uses a new endogenous development theoretical framework to explain the whole process of T Villages revitalization and development from the perspective of three elements：resource integration，public participation and cultural identity.The contribution of this paper lies in：（1） combing the cooperation sequence and correlation between super-local power and local power in the process of resource integration;（2） To solve the problem of conflicts of interest，the interaction mechanism between the First Secretary and village h
